Prime Minister General Prayut Chan-o-cha has issued the Regulation No. 16, with eight measures, in an effort to remedy the emergency situation caused by the resurgence of COVID-19. Conditions for aircraft permission and types of passengers will be allowed into Thailand

On 2 July 2020, the Civil Aviation Authority of Thailand (CAAT) issued the notification on conditions for aircraft permission to enter Thailand (No.2)

The Civil Aviation Authority of Thailand (CAAT) announced on July 2, 2020 flights carrying the following types of passengers will be allowed into Thailand:

(1) Thai nationals

(2) Persons with exemption or persons being considered, permitted or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, pertaining to necessity. Such consideration, permission or invitation may be subject to specified conditions and time limits.

(3) Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children.

(4) Carriers of necessary goods, subject to immediate return after completion.

(5) Crew members who are required to travel into the Kingdom on a mission, and have a specified date and time for return.

(6) Non-Thai nationals who are a spouse, parents, or children of a Thai national.

(7) Non-Thai nationals who hold a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom.

(8) Non-Thai nationals who have work permit or have been granted permission from government agencies to work in the Kingdom, including their spouse or children.

(9) Non-Thai nationals who are students of educational institutions approved by Thai authorities, including the parents or guardians of the students, except for students of non-formal educational institutions under the law on Private schools and of other similar private educational institutions.

(10) Non-Thai nationals who are in need of medical treatment in Thailand, and their attendants However, this shall not include medical treatment for COVID19.

(11) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country.

After that The Civil Aviation Authorities of Thailand announced the Notification on Conditions for International Flight Permit to Thailand, and will be effective from July 1st 2020. The following aircraft will be allowed to fly over, fly into or out of, and take off from or land at an international airport in the Kingdom when permit is given by the Civil Aviation Authority of Thailand:

(1) State or military aircraft
(2) Emergency landing flights
(3) Technical landing flights without disembarkation
(4) Humanitarian aid, medical and relief flights
(5) Repatriation flights
(6) Cargo flights
(7) Passenger flights carrying the persons permitted to enter Thailand

On 2 April 2020, Prime Minister Prayut Chan-o-cha issued a statement regarding additional measures to prevent further spread of COVID-19 in the country, main points are as follows:

A curfew will be imposed from 22.00hrs – 04.00hrs throughout the Kingdom of Thailand, effective from 3 April 2020.
All international passengers entering Thailand will undergo a screening process, a strict quarantine and an observation period.
Thai nationals are asked to cooperate by delaying their return to Thailand until 15 April 2020.

On 26 March 2020, with reference to the declaration of state of emergency in Thailand on 25 March 2020 (in Thai language), the Civil Aviation Authority of Thailand issued a travel advisory to passengers traveling to Thailand as follows:

Categories of foreign persons permitted to enter Thailand:

(1) exempted by the Prime Minister or Permanent Secretary of Ministry of Foreign Affairs (MFA)
(2) carriers of necessary cargoes (prompt exit required)
(3) pilots and crew members with clear schedules
(4) on diplomatic or consular missions, under international organizations, government representatives, or of international agencies with MFA permission, and their families, with a certificate of entry issued by MFA and a 72-hour Fit to Fly health certificate
(5) acquire a work permit or granted permission to work from Thai government agencies with a 72-hour Fit to Fly health certificate
(6) 24-hour transit passengers with a 72-hour Fit to Fly health certificate until 31 March 2020.

In response to the advice of public health experts, Prime Minister Prayut Chan-o-cha issued an emergency decree on 26 March 2020 to take the national response to the COVID-19 pandemic to the next level with measures designed to slow or stop the spread of the virus. The state of emergency would last until April 30.

From now the measures to be imposed will be more intense and affect people’s lives. Everyone is asked to comply and be responsible. All public gatherings have been banned. Children under five and adults above the age of 70 and those with underlying health problems are strongly recommended to stay home. International arrivals are limited, while domestic travels are closely monitored. Essential businesses and services are assured to remain open.

Important message from the Ministry of Public Health:

  - AVOID unnecessary travel to ongoing local transmission areas
    or affected areas reported by the World Health Organization (WHO)

Currently, the coronavirus disease 2019 (COVID-19) outbreak has spread across the world and the World Health Organization (WHO) stated that COVID-19 could be characterized as a pandemic (WHO declared COVID-19 a pandemic on 11 March 2020). People and outbound travelers are recommended to closely monitor the situation. Moreover, the public must fully cooperate and act as the Ministry of Public Health (MoPH) recommends for your safety and for the safety of others, and to decrease the negative social and economic impacts.

All travelers from the Disease Infected Zones (DIZ) who arrive in Thailand must implement mandatory self-quarantine at their registered hotels/accommodations for 14 days and people are not allowed to leave More details

Travelers from ongoing local transmission areas or affected areas reported by the WHO are requested to implement control for observation (or self-monitoring) for 14 days More details

Travelers from other areas are recommended to take care of themselves with good sanitation, self-protection and by avoiding crowded places. More details

In addition, air operators may apply the above measure for the screening of passengers from the airport of departure in the countries as affected from Coronavirus Disease (COVID-19) from the report of the Ministry of Public Health or World Health Organization.

Travelers from Disease Infected Zones and ongoing local transmission areas that feel sick or have fever, accompanied by at least one of the following symptoms: cough, runny nose, sore throat, and shortness of breath, within 14 days of arrival in Thailand, must inform a disease control officer immediately upon symptom onset or upon suspecting illness in order to be tested, treated, clinically diagnosed, isolated or quarantined on a case by case basis.

Regarding Thailand’s economic relief measures, to alleviate the economic impact of the COVID-19 outbreak, the Royal Thai Government has approved on March 10, 2020 Phrase One of a series of financial and fiscal relief measures. These measures are largely aimed at small and medium-sized business which would be most affected by the economic impacts of the outbreak. Later, on March 24, 2020, the Royal Thai Government has approved Phrase Two of the series to mitigate the negative economic impacts on temporary and informal workers and business operators in the sectors most affected by the outbreak.
